Hard Safety Rule

The system never invents a fact, service, signature, oath, amount, conspiracy, custody, or evidence. If proof is missing, the case is flagged as vulnerable and the user is directed to cure it lawfully.

2. Complaint War Room

Narrative-first legal intake. Secretary/Punong Barangay describes the facts in ordinary language; the engine extracts issues, tests potentially applicable legal theories, maps evidence, identifies gaps, routes jurisdiction, and builds a procedural roadmap. It does not declare guilt.

Do not select the offense first. Tell the complete story. Include what happened, who did what, when, where, official position/function, documents, money/property involved, demands, responses, witnesses, and consequences. The engine will identify possible legal issues for verification.

Behavioral / reputation issues are included. The engine will examine claims involving pamamahiya, pang-aalipusta, panlalait, pagkakalat ng tsismis, false accusations, paninira, public or workplace shaming, harassment, intimidation, retaliation, and similar conduct. It will not assume that every rude statement is a crime. It will test whether the facts may support administrative liability, defamation-related liability, unjust vexation, or another legal route, and will separately test publication, identifiability, malice, truth/privilege, medium, witnesses, and evidence.

The assessment is a decision-support screening. A filing document is not generated until the detected route, material facts, authority, service facts and evidence are sufficiently established.
